QTP not Recording with Windows 7 - Mike Davidson - 11-29-2009
Test default to Low-Level recording only. QTP will not record any web application actions until the user account settings are turned off. This was also an issue with Windows Vista.
Access the User Account Settings and reduce the Notification slide bar to “Never Notify”, system must restart. QTP will then record all actions.

As of Now HP has not decalred any information about this , i mean regarding Windows 7
