I have a query regardinf writing test setup in QTP.

I have 4 automation projects.Each of them has 100 test cases each.
But when running the testcases(during one round of testing),I need to run 70 from first project,60 from second 50 from other two.I will mention the test cases to be executed in an excel sheet.So before running the scripts I need to modify only this excel sheet.
What is the best approach to do this.
Can I create a C# or Vbs application and do this?
