have installed the QTP on window server 2003 and I have also try to install in window XP( service pack3) but I am getting same issue in both environment.
not able to access QTP when I click on HP QuickTest Professional shortcut icon I get popup message "Microsoft Visual C++ Runtime Library: Runtime Error

Before QTP is installed it should 'prepare' the machine with the run times needed. IT should have asked you if you wanted to install the run times. Try a re install or check the QTP web site for the correct runtimes to be installed.
