Question on QTP and Winrunner

I want to create a db exerciser that allows me to dial in a simulated load. Most likely a simple query. I want to write it using .NET.

Question:
Can I develop console level test cases in Winrunner or QTP directly using the .net framework, or do I develop them in Visual Studio, and then use Winrunner/QTP to simulate multi users?
