Not able to do any operation on upper applet when focus is on lower applet.

I need help in resolving an issue in QTP which I am facing while automating Siebel application :

When my focus is on lower applet of any Siebel screen (I m doing some operation on lower applet) and then I want to do any operation on upper applet in Siebel application like clicking "New" button in upper applet , it does not happen.

What could be the isssue in this case and how can this be resolved.
